Pre-consultation business case (PCBC)

The programme’s pre-consultation business case (PCBC) guides commissioners when deciding on which proposals to include for consultation. It is aligned to the programme case for change, the outcomes of the options development and appraisal process, and to wider NHS and public sector strategic priorities.

The PCBC shows how proposals meet the government’s four tests for service change:

1. Strong public and patient engagement.

2. Consistency with current and prospective need for patient choice.

3. Clear, clinical evidence base.

4. Support for proposals from clinical commissioners.

The PCBC has been developed with quality assurance input from NHS England, the health overview and scrutiny committees of local authorities, and the North West Clinical Senate.
